Pending home sales retrenched in April following three consecutive monthly gains, but are notably higher than a year ago, according to the National Association of REALTORS®. The Pending Home Sales Index, a forward-looking indicator based on contract signings, declined 5.5 percent to 95.5 from a downwardly revised 101.1 in March but is 14.4 percent above April 2011 when it was 83.5. Home ownership is getting more emotional than it used to be. A new survey by Coldwell Banker Real Estate finds that Americans are increasingly saying that the real value of home ownership is emotional, not financial. The Federal Reserve released a plan between Ally Financial and third-party consultant PricewaterhouseCoopers, hired to conduct the independent foreclosure review. The release also included an action plan from Citigroup ($26.75 0.28%), updating the Fed on its implementation of consent order requirements agreed to in April 2011. The Fed also included a letter from HSBC ($40.15 -0.08%) covering how the bank plans to implement single-point-of-contact requirements under the consent order. Senate Republicans are considering some Democrat proposals to expand refinancing to even more Fannie Mae and Freddie Mac borrowers. The Federal Housing Finance Agency expanded HARP last fall to reduce upfront fees, eliminate a cap on negative equity and reduce some repurchase risk for servicers of the original home loan to allow for more refinancings. California lawmakers have introduced a bill that sets out to stop a an “REO to rental” pilot program in the state that would allow bulk sales of Fannie Mae’s bank-owned properties to investors. Rep. Gary Miller, a Republican who represents California’s 42nd Congressional District, introduced H.R. 5823, “Saving Taxpayers from Unnecessary GSE Bulk Sale Program Act of 2012,” along with seven co-sponsors to the bill.
